Many organisations will invest in training for their employees. Therefore, the responsibility of organising these training and development opportunities lies with HR to identify organisational skill gaps and employees' training needs.

HRM at the strategic level has the advisory role to spell out the organisational development needs. It is the responsibility of HRM to bring in or to moot the need for training and developing in organisational changes.
